Work starts on $71.7 million rebuild of the Hwy 99 Caldwell Avenue interchange in Visalia

Quick Read

  • What: Caltrans is rebuilding the Highway 99 interchange at Caldwell Avenue on the south side of Visalia. Leaders marked the start of construction Friday, Oct. 30.
  • What's coming: Roundabouts at the ramp intersections, new overcrossing bridges, extra (auxiliary) lanes, bike lanes and sidewalks, according to Tulare County and ABC30.
  • Who uses it: More than 70,000 vehicles a day travel this stretch of Hwy 99, Tulare County says.
  • When it's done: Summer 2028, officials say. Granite Construction is the prime contractor.
  • Before you drive: Check Caltrans QuickMap for lane and ramp closures as work moves along.

One of the busiest exits into Visalia is getting a full rebuild. Caltrans, the Tulare County Association of Governments (TCAG), Tulare County and the City of Visalia broke ground Friday, Oct. 30, on the $71.7 million State Route 99/Caldwell Avenue Interchange Project, Tulare County's Resource Management Agency said.

The project took more than 25 years to reach construction, ABC30 reported. Officials expect it to be finished in summer 2028.

What will change

The old interchange will be rebuilt with new bridges, roundabouts, bicycle lanes and sidewalks, the county said. ABC30 reported the plans also include auxiliary lanes, the extra lanes that help drivers get on and off the freeway.

"This will be the first interchange in our district in the valley where we embrace roundabouts as traffic control in each ramp intersection that will improve safety and operations," Caltrans District 6 Director Michael Navarro told ABC30.

Officials say the goal is less congestion, safer driving and better access across Highway 99. More than 70,000 vehicles a day use this section of the freeway, according to the county.

Who is paying

Tulare County says the project includes $41 million from Measure R, the county's half-cent transportation sales tax approved by voters in 2006. Other money includes $17 million from the state's Local Partnership Program, $11.6 million from the federal Congestion Mitigation and Air Quality Improvement program and $1.1 million in other federal funds.

Why it matters for the area

Caldwell Avenue is a main way into Visalia from Hwy 99, and it serves the Sequoia Gateway commercial area just outside city limits, the county said. Valley Children's Healthcare and Kaweah Health have health care facilities planned there, according to the county.

Tulare County Supervisor Dennis Townsend told ABC30 the project should also help bring people east to communities like Farmersville and Exeter.
